Here you can see reasons, why applications of temporary residence permit are  sometimes  refused

According to Georgian legislation, there are several reasons for refusing the issuance of a residence permit:
   1.    Incomplete Documentation:
If the applicant fails to submit the required documents or provides falsified or legally invalid documents.
   2.    Non-Compliance with the Law:
If the applicant does not meet the requirements and conditions for obtaining a residence permit.
   3.    Health Condition:
If the applicant poses a threat to public health.
   4.    Criminal Record:
If the applicant has a history of committing criminal offenses that may affect national security.
   5.    Protection of Georgia’s National Security and/or Public Safety (Order):
   •    If the applicant engages in activities that threaten Georgia’s national security and/or public order.
   •    If they have committed crimes against peace and humanity.
   6.    Improper Justification of Purpose:
If the applicant’s stated purpose (e.g., work, study) does not correspond to the type of residence permit or if the reason for staying in Georgia is no longer justified.
   7.    Deportation Decision:
If a competent authority has issued a decision for the applicant’s expulsion from Georgia.
